Free Senior High School Policy Reform Dialogue

The YAFO Institute is hosting a critical policy reform dialogue on Ghana’s Free Senior High School (SHS) initiative, focusing on the theme: Reforming Free SHS: Addressing Unintended Consequences and Household Poverty in Ghana. This event seeks to foster open discussions on the impact of the Free SHS policy, particularly with the unintended challenges it may have introduced on household poverty. By gathering policymakers, educators, and stakeholders, the dialogue aims to explore practical solutions that can improve the policy’s effectiveness for students and their families.

The Free SHS initiative, while a significant step towards accessible education for all, has raised concerns around issues like overcrowding, strained resources, and quality of instruction. These unintended consequences often affect the overall learning environment and outcomes for students. Additionally, many households continue to struggle with hidden costs, which counter the policy’s goal of alleviating financial burdens on families. This event will create an opportunity to assess these challenges and discuss strategies for addressing them.

By focusing on both the benefits of the policy and its unintended limitations, the dialogue aims to inform future reforms that could enhance the program’s sustainability and equity. The dialogue would feature a research presentation on Free SHS. The discussions will also highlight the need to address household poverty, ensuring that Free SHS not only increases access to education but also contributes to broader social and economic development goals in Ghana. Participants will leave with actionable insights and recommendations for improving the policy’s impact on students and communities.
